Proceedings of Zonal level review workshop for KVKs of Zone-II held at ICAR-CARI, Port Blair from 14th April to 16th April 2017
The Zonal Level Review Workshop for KVKs of Zone-II was held at ICAR-CARI, Port Blair, from 14th April, 2017 to 16th April, 2017. The inaugural session was chaired by Dr A.K. Singh Hon’ble Vice Chancellor of Bihar Agriculture University, Bhagalpur, Bihar. Other dignitaries were Dr. S. S. Singh, Dr. S. Dam Roy, Director, ICAR-CARI, Port Blair, Director, ICAR-ATARI, Kolkata, Dr. R. P. S. Ratan, DEEs of BAU, Ranchi and Dr R. K. Sohane, BAU, Bhagalpur, scientists of ATARI and 81 PCs of KVKs. The Vice-Chancellor, BAU, Bhagalpur in his inaugural speech suggested regarding that training of Subject Matter Specialists should be made at ATARI level. He also added that fund release to ICAR KVKs, a meeting of ICAR Institutes should be convened at ATARI level.
General Recommendations for all KVKs:
- In Zonal Workshop, there should be presentation of 8-10 slides in PowerPoint by each KVK.
- Font size of power point presentation should be above 20-24 for better visibility
- Convergence & networking of several department/agencies in one single village should be done to make it a model village
- Academic type of research should not be carried out under the mandate of on farm trials and also it should not be in complex mode
- As funds for demonstration on oilseed & pulses are being provided under CFLD therefore, general FLD fund should be used on crop/ Enterprises other than pulses/ oilseeds
- The list of all farmers beneficiaries of CFLD programme must be exhibited on KVK portal of each KVK
- Cashless transaction should be implemented in KVKs with purchase of swipe machine
- For OFT related to crop diversification one should find out the suitable crop for replacement of rice-wheat cropping systems aiming towords obtaining maximum benefits out of low cost of cultivation.
- For selection of OFT programme emphasis must be given on area specific need / problem
- FLD must be conducted on livestock component and farm implements besides crops
- Jharshim breed of backyard poultry may be included in the FLD programme where it will be suitable
- of soil sample analysed and distribution of soil health card should be increased to meet the target of 1000 number.
- The results of common OFT prescribed by the University (BAU, Sabour) must be verified after completion of OFT and before leaving it for general recommendation or being placed into FLD programme
- In all OFT programme farmers practice must be well defined and specific
- Excessive use of chemicals in OFT and FLD must be avoided
- All OFT programme must include the statistical analysis (CD and CV).
- In CFLD, result should be mentioned for each component of the technology demonstrated among the farmers
- OFT must aim at Technology refinement besides technology assessment only
- After 3-4 years, extent of yield gap minimized should be reflected under achievement of KVK

Resolutions of the Panel Discussion:
- The issue of timely release of fund should be taken up with ICAR by ATARI and similarly for timely release of fund from the Host Institutes to all KVKs.
- SAC of KVKs should be conducted regularly. DEEs should see that the SAC meetings of the KVKs under their jurisdiction are distributed throughout the year so that representative of ATARI may attend the same. SAC should not be conducted during the month of March.
- The districts in which Tribal population is more, ATARI may consider release of additional fund under TSP for any special programme proposed by the respective KVKs.
- ATARI may take up the matter of change of GP of SMSs of KVKs from 5400 to 6000, with ICAR so that the disparity is removed.
- All the FLDs of the KVKs should be GPS based for better monitoring.
- Awareness creation of PMFBY, PPV & FRA among the farmers should be given priority and it should be discussed in each and every training programme of the KVK.
- KVK Portal is very important and regular activities of the KVK must be uploaded in the portal through which performance of the KVKs will be assessed.
- Recruitment in vacant positions in the KVKs should be done on priority basis. DEEs and Heads of the Host institutions should take necessary action for this.
- KVKs should promote cashless payment to the maximum possible extent and installation of P.O.S. should be done at the earliest.
- For effective running of Soil & Water Testing Laboratories in the KVKs, young professionals may be recruited and the expenditure may be booked from KVK contingency Head.
- ATARI will take initiative for interface meeting of the Universities and State govts for better understanding of the functioning of the KVKs.
- Judicious demand for Pay & Allowances of the staff should be made by the KVKs based on actual no. of staff and there should not be much difference between B.E. and R.E.
- Staff quarters of the KVKs should be utilized properly.
- All the KVKs should take initiative on priority basis for collecting Aadhar nos. of the beneficiary farmers during distribution of inputs for organizing FLD, OFT etc.
- Biometric Attendance may be followed for the trainees of the Kaushal Vikash Yojana for ensuring regular attendance of the trainees.
Panel discussion was followed by technical sessions where KVKs made presentation on achievements and action plan. Three concurrent sessions were conducted to review the performance of KVKs.

KVK-Dhanbad:
- OFT on INM- source of technology should be mentioned and recommended dose of fertilizers must be added.
- OFT on green manure may be revised.
- OFT on paira cropping may be dropped.
- OFT on sesame should be revised.
- OFT on INM in green gram may be dropped.
- OFT on assessment of different variety of paddy may be revised.
- OFT on cow pea should be dropped.
- OFT on Evaluation of pseudomonas should be dropped.
- All OFTs may be dropped and new OFTs may be sent to ATARI within 15 days. After receiving the revised OFT fund will be released by ATARI.
KVK- Bardwan:
- OFT on effectiveness of extension intervention- another technology option may be added like trg+ demons+ whatsapp
- OFT on impact of cluster demonstration should be sent to all KVKs after some revision.
KVK- Giridih:
- OFT on boron application should be revised and it may be taken in FLD.
- OFT on INM in tomato should be dropped.
- OFT on weed management in wheat may be revised.
KVK- Bhojpur:
- In technological option II, under weed management post emergence should be mentioned instead of pre-emergence.
- OFT on evaluation of wheat should be dropped.
- OFT on assessment of high yield maize- single cross hybrid may be taken in technology option
- In OFT on maize and potato ratio must be mentioned.
- Evaluation of HYV of round brinjal should be revised.
- OFT on sheath rot control in maize may be revised and sent to ATARI
- OFT on evaluation of N in lentil may be recasted as 30 kg/ha at the time of flowering stage and foliar application at the time of flowering. One basal dose should be added.
- Balance should be maintained between Horticulture and Plant Protection discipline
KVK- Sahebganj:
- Azotobacter should be omitted from technology option III in OFT on INM
- In OFT on varietal evaluation name of crop may be added.
- One OFT of home science should be designed and sent to ATARI
KVK-Simdega:
- One technological option may be dropped in OFT on water melon
- In OFT on poultry bird, the disease should be specified and one treatment may be added like pudina + vaccination.
- OFT on goat should be revised indicating the age group of goat
KVK- Saraikela:
- All OFTs may be dropped and new OFTs to be sent to ATARI after approval from DEE, BAU within 15 days.
KVK, Bokaro
- Rate of different commodities produced under seed hub may be fixed by university.
- In OFT of hybrid rice, private varieties may not be encouraged but in vegetables private varieties may be taken up. This OFT should be dropped.
- Before setting any OFT on variety of any crop all sort of basic information may be collected and OFT on tomato may be dropped. That may be taken up for FLD.
- Source of technology for each OFT must be mentioned and OFT on okra may be dropped.
- In OFT, soil test before & after must be included in the performance indicator.
- Quantification of fish feed should be there in the OFT of fish feed.
- Pusa metal bin may be given in FLD, instead of conducting OFT.
- AUC of CFLD, Fasal Beemas etc must be given in time.
- According to the problem identified in major crops, OFT should be fixed.
KVK, Chatra
- OFT on onion, pungency should be tested & farmers practice should be defined clearly.
- OFT on management of mustard aphid, varieties & seed rate should be same in all treatment. Full sequence of the crop season must be written.
- OFT on Gram pod borer, sequence of crop must be given in report.
- OFT on mango orchard with intercropping should be dropped & may be taken in FLD.
- OFT on poultry, Jharshim should be dropped and Animal Husbandry scientist must be asked to look into the matter.
- OFT on Azolla feed for goat, nutrient testing may be conducted & groundnut cake may be deleted from technical options.
- OFT on different de-husking & splitting of Dals may be dropped.
- Agriculture Engg. Scientist must design two more experiments & to be approved from DEE.
KVK, Dumka
- Within 8 days the rate of seeds for seed hub may be fixed by university and whole seed must be lifted from the farmers’ field.
- OFT on horse gram, seed rate may be clarified and continued.
- OFT on Neem coated urea may be revised or dropped.
- Title of OFT on hybrid maize may be changed.
- OFT on feed for Jharshim may be revised.
- OFT on Chula may be continued but observations may be changed.

- Combination of elephant foot yam & turmeric may be looked into. Some leafy vegetables may be tried.

- In OFT on integrated nutrient management, recommended practice of BAU should be taken up.
- Trial on sweet potato weevil and on INM may be clubbed & redesigned.
- OFT on feed management on poultry may be dropped.
- OFT on leaf crul on chilli may be rechecked & designed.
- OFT on brinjal may be revised.
- OFT on value addition on cauliflower should be revised.

- OFT on strawberry may be revised.

- OFT on nutrient management in SRI some organic inputs may be included in T1 & T2. Title may be changed as modified nutrient management in SRI.
- Trade name nomine gold should be written in their chemical composition.
- In technical option T1 pod borer may be written in place of stem borer & varieties should be changed.
- In mushroom OFT round the year species may be taken.
- In Ectoparasite OFT, treatments may be verified & feedback must be taken from BAU, Scientists.
- OFT on feed management in pig, doses of feed must be clarified.
- Emphasis on flower cultivation as well as vermicomposting of waste (Belpatra) materials from the temple.
KVK, East Singhbhum
- OFT on production of wheat may be revised.
- OFT on pigeon pea may be revised. Variety Bahar is to be changed. The variety IPL 203 may be taken up. The OFT on pigeon pea may be matched with the variety taken in CFLD.
- As rice is the major crop, so one OFT may be considered observing problem in rice crop.
- OFT on fish may be dropped.
- OFT on black gram bari may be revised/ dropped.
- No of OFT may be minimized.
- OFT on children health may be dropped.
KVK, Garwa
- Results of late blight control in potato with ZnS04 treatments may be circulated among all KVKs.
- Trial on bitter gourd may be dropped.
- In OFT on potato size, one more treatment i.e. 30-35 gm size may be added.
- In OFT on mineral mixture, dose sould be according to body weight.
- OFT on anoestrous may be dropped and taken up in FLD.
KVK, Khunti
- FLD must be specified.
- Problems for OFT should be identified & then designed.
- Revision of Action Plan is required. It should by revised & submitted to ATARI, within 15 days.
KVK, Jamtara
- OFT on rice stem borer may be changed.

- Variety must be specified in onion intervention.

- OFT on ladoo, women practice should come first and nutritional parameters may be added as observation.

- Dose and time of lime application should be mentioned and one more treatment with KMO4 may be included.

- In pigeon pea based cropping sequence, TO3 may be changed with Okra.

- In yellow vein mosaic OFT, carbofuran should be changed with imidacholorphid.
- Nutrient status of farmer practice and potassium as fertilizer should be added in Kalazeera OFT.
- Subor Tisi-1 must be included in linseed varietal trail.
- Wheat varietal trail should be on late sown varieties.
- In poultry trail one more breed Gram priya should be included.

- OFT on Lentil, Rhizobium in RDF must be there.
KVK, Palamu
- OFT on zero energy cool chamber may be dropped & taken in FLD.
- OFT on Ragi flour may be revised.
- OFT on mulching may be dropped.
- OFT on wheat, number of treatment must be minimized.
- OFT on potato may be revised.
KVK, Ranchi
- In OFT-1, Divayan Red may come in farmer’s practice & Gram Priya and Vanraja may be there as technical options.
- In OFT-4 new molecule may be incorporated.
- In OFT-6 Bajra may be substituted with maize.
- OFT-7, Liming may be incorporated & may be revised.
- OFT-8 may be dropped & on station trial may be conducted.
KVK, West Singhbhum
- OFT in use of Zn, may be of foliar spray.
- OFT on pigeon pea must be revised.
- OFT on Agro-forestry modules should be dropped but its dissemination should be among district farmers through FLD.
- OFT in goat should be taken in FLD
- OFT on poultry breed may be revised.
- No private company variety should be taken into OFT.

- In OFT-3, One more technical option i.e. soil solanization may be added.
- In feed management trial, quantity should be mentioned.

PLENARY SESSION
In plenary session, Chairman was Dr A.K. Singh, Vice Chancellor of Bihar Agriculture University, Bhagalpur, Bihar and Co- Chairman Dr S. Dam Roy, Director, CARI, Port Blair. Other dignitaries were Director, ICAR-ATARI, Kolkata, DEEs of BAU, Ranchi and BAU, Bhagalpur, Principal scientist of ATARI.
In his introductory address, Dr S.K. Roy, Principal Scientist, ICAR-ATARI, Kolkata highlighted the following points:
- One type of problem based OFT should not be taken in OFT, it may be taken in FLD programme.
- Source of technology should be clearly mentioned.
- Refinement part in OFT is not taking seriously by KVKs.
- All OFT and FLD must be uploaded in KVK portal
- FLD budget may be utilized for soil health card programme
- JHARSHIM breed of poultry may be taken in KVK programme.
- In presentation only 8 to 10 point may be shown in one slide.
Rapporteurs Report
Dr. N.C. Sahu:
- Fund should be timely released.

- Academic research type of technology assessment should be not taken in OFT, rather it should be done in farmer’s perspective.
- Result of OFT must be based on standard statistical analysis.

- List of beneficiaries must be Aadhaar based for OFT and FLD
- Source of technology must be clearly mentioned
- Private variety may not be promoted by KVK
- Rate of seed of seed hub programme may be fixed by concerned university.

- Soil analysis must be done before and after the crop
- In OFT, technical name should be mentioned, not trade name
- Only successful OFT should be taken in FLD
- Training programme should be organised on need based
- The targeted number of participants in training (at least 2500) must be achieved.
- Minimum one lakh planting materials should be produced by KVKs

- KVK should prove and improve.
- KVK is best tool for dissemination of technology.
- Core mandate should not be diluted while implementing other programmes by the KVK
- Report must be sent timely.
Dr. S. Dam Roy
- S. Dam Roy, Director CARI, in his address, said that “visibility of ICAR is only through KVKs” while giving a uniquely encouraging remarks for KVKs in transfer of technologies to end users. He advised the KVKs to link with other organization like NABARD etc for benefit of farmers in holistic manner and to achieve the goal of doubling the income of farmers.

- For doubling the income of farmers, convergence and partnership is needed.
- Technological management is required for organic farming
- Value addition, processing, low cost input etc should be taken in KVK action plan
- New method and technology of extension should be focused by KVK

- KVK should send technology in bullet form
- Biometric based attendance is mandatory in skill development training
- For soil testing lab at least Rs. 5 lakh budget should be approved.
- Some technology should be published in do’s and don’ts
- ATARI should also prepare training manual on relevant subject.
- Researchable issues must be sent to research system
- ATARI should also have research project with KVK as partner
